Taroko.org - Director and founding member. Taroko creates, deploys and provides technical support for innovative software-based tools to manage large-scale, high-value technically complex projects.
As a director, Kevin brings over 40 years of Systems Engineering skills to implement tools that allow project organization to safely and effectively control and deliver difficult real-world project events. Examples include, design management, design compliance, testing and commissioning, rail activation and energization. Taroko's current client list includes MHI, Marubeni, Toshiba, Etihad Rail, MMC Gamuda, GRC and Hitachi each with a project value of over US$1 billion.

Tbilisi, Georgia - Procurement of Rolling Stock
Ministry of Economy, Trade & Industry, Japan - Tbilisi metro are assessing the feasibility of renewing the current 1960’s era Soviet union Rolling Stock with modern Rolling Stock utilizing VVVF inverter control, 3 phase AC motors, regenerative braking and ATC/ATO operation. For this study, Kevin was appointed as the system integration expert and also the deputy Project Director of the interdisciplinary and multi-national team.

Taoyuan Green Line (TYGL), Taiwan
Deutsche Bahn E&C (DB) - TYGL is a new build, GOA4 metro system. Kevin was assigned to review of sub-system supplier submissions including, Hazard Log, System Assurance Plans, RAMS plans, Design documents, Test & Commissioning Plans, Interface documentation, Configuration Management, Verification & Validation plans and evidence.
Kevin establish best practices for tasks related to sub-system interface & requirements register, establishing design documentation roadmaps and checking design compliance to the Employer’s Requirements.
Kevin implemented a local database with functionality to record and track design review comments, design document status. Kevin provided leadership of workshops with sub-system designers to improve the technical quality and compliance of the Design documentation.

KVMRT Line 1, KL Malaysia
Gamuda - KVMRT Line 1 is a GOA4 metro system. Kevin directed the systems team for provision of systems integration, systems engineering, civil/system interfaces, engineering changes, requirements management, CSD/SEM and system integration testing for the entire line.
Kevin served as the Rail Activation Manager and chaired a multi-disciplined team responsible for the safe activation of the Project’s first five 33kV sub-stations and 750Vdc distribution system feeding the Depot Test Track, Maintenance Depot Stinger System and the initial stabling sidings.
Kevin implemented a system-wide pre-requisite and certification system to manage the hazards and risks related to the safe energization for the movement of the first rolling stock and commencement of dynamic testing.
Kevin provided oversight of the integration, installation, testing and commissioning of the Systems and M&E equipment provided for the OCC, CER, SMC, and DCC.

Lusail LRT, Doha, UAE
Parsons Corporation - A key feature of the Lusail development is the construction and integration of an LRT system within the urban environment. For this assignment, Kevin led the effort to develop the conceptual and preliminary designs for the vehicles, train control, traction power, communications, automatic fare collection and E&M systems.
Key elements in the development of the design was the identification and establishment of the initial design and functional requirements, requirements capture, systems assurance approach, functional block diagrams, interface management.
The design work culminated with the preparation of a systems wide performance specification. In addition, Kevin also provided technical input to the development of the operations criteria and concept.

Danhai LRT, Taiwan
Deutsche Bahn E&C (DB) - Danhai LRT is a tram system running on both a shared and dedicated guideway, with ATP overlaid on the dedicated segment. Kevin was assigned to assess the Systems Integration status and to provide recommendations for improving Systems Integration approach to complete outstanding integration works, support of the Systems Safety Case in time for line opening in December 2018. Kevin reviewed the Systems Integration site works, plans, procedures, documents, and preparation of Systems Integration status report and recommendation.

Taiwan High Speed Rail
Parsons Corporation - Taiwan Shinkansen was the first time Japanese Shinkansen trains and technology were deployed outside of Japan. Kevin served as the Parsons' Project Manager and was accountable for the financial performance of the services and achievement of the Parsons’ gross profit targets.
Kevin reviewed the core systems designs (rolling stock, signalling, communications, and electrification systems) and provided advice and guidance to various suppliers to ensure design integration.

Daejon Metro Line 1, South Korea
Parsons Corporation - Daejon Metro Line 1 is a GOA2 system. Kevin served as the Parsons' Project Manager, accountable for the financial performance of the services and achievement of the Parsons’ gross profit targets.
Review of core systems designs (rolling stock, signalling, communications, and electrification systems). Provision of advice and guidance to various suppliers to ensure design integration.
Management of Parsons’ technical specialists tasked with providing specialist signalling expertise for the design of the interfaces to the signalling system; developing and implementing the project’s Interface Management documents.

KCRC West Rail, Hong Kong
Booz Allen & Hamilton - Kevin served as the project engineer for the Kowloon Canton Railway Corporation West Rail (KCRC). Kevin's roles included:

Coordination of the train control and signalling procurement contract.

Management of the production and technical development of the train control and signalling performance specification.

Leadership of the development and production of the train control system interface specifications with suppliers.

Project manager for the Tung Chung cable car feasibility study.

Operational Rail Experience
Prior to moving into consulting, Kevin's formative years were spent with rail operators including British Rail, Regional Railways, Railtrack and London Underground. Initially employed within BR's S&T department as a telecoms trainee technician, Kevin was awarded a place on the management training scheme, where he obtained his BEng degree and transitioned into signalling and held a number of positions in design, supervision and front line management positions. Kevin is currently a Fellow of the IET.
